The Jose Arciga Apartments are named for a 7-year old Washington County boy who died from congenital birth defects brought on by his mother’s exposure as a farmworker to pesticides. This was the first scattered site project (4 buildings on 3 sites in 2 cities) for HDC and for the construction lender Bank of America. Jose Arciga Apartments won the Governor’s Livability Award in 2002.

- HDC is general partner of Jose Arciga Limited Partnership
- Financing: Low Income Housing Tax Credit Partnership with ESIC/NOAH; HOME, State of Oregon Migrant Million Fund
- Development costs = $6.7 million ($134,000 per unit)
- Residents must qualify as to income (50% or less of area median family income) and one member of household must be employed in agriculture.
- Amenities: Playgrounds, laundries, community centers (2); computer lab.
- Average occupancy rate = 97%
